![]() Paying 1000 caps to losing that dweller are drastic differences in consequences. Perma-death in survival makes max health so much more important. I'd absolutely recommend explorers and questers in survival being 17E leveled, and it certainly wouldn't hurt in the vault either. Having dwellers that leveled with less than 10E though can start to become problematic even in the vault, it all depends. For explorers and questers you definitely can get away with 15E, though I wouldn't recommend less as some quests, both random wasteland and standard ones, can have very tough enemies. Not all dwellers have to be max health either though. You might at first train 13E or 15E dwellers, then as you get later game replace those ones with 17E dwellers once you can craft legendaries and get the recipe. ![]() The best possible health a dweller can have is if they leveled from 1-50 with 17 endurance, but this requires the legendary heavy wasteland gear. ![]() It's a good idea to get training super dwellers right away, as it's quite the process and the endurance training room is unlocked fairly early. ![]()
